On the one hand I'm not sure what ntpsec-ntpdate is messing with the
private runtime directory of another package. Please stop doing that and
use your own.

On the other hand, I think we're not using it anyway for ntpdate (I
could only find it referenced in the dhcp hooks prior to
f4abbe2168b452d25fb4311796c8930bcdc24bd9, pre-stretch, after that it has
been migrated to /run to be flushed on reboot).

So we will probably just drop the path from ntpdate and be done with it.
