This change was merged into ntpsec-ntpdate prior to ntpsec_1.0.0-1, so
there was never a released version of ntpsec-ntpdate using
/var/lib/ntpdate at all. So clearly the right answer is for me to drop
this (which is the entirety of ntpsec-ntpdate.postrm). This solves both
bugs at once.
