Agreed

Why would these be branches, instead of tags for upstream versions?  The
"openldap-release" is a branch of course, but the per-release imports look
like tags to me.

I think I agree with Russ that they should be moved off to branches instead
of killed completely.

"people" is fairly common practice under svn as well, I would just not worry
about it wrt svn-buildpackage; perhaps it makes sense to move it to
openldap/people.

openldap-guide sounds like it should be removed.

"projects", I'm indifferent to.  I guess in theory these belong under
"branches", but the one branch that's under there seems abandoned so I can't
bring myself to care either way. :)
