Not very representative:

    aptitude search "?name(lib.*-perl)" | wc -l
    2121

If you want to push a policy on the short descriptions, you shall 
contact debian-perl at lists.debian.org (CC-ed).

Also, please read about mass bug filing in Debian Developer's 
Reference, §7.1.1
