There is actually no redirect currently, and HTTP works:

Since the HSTS header is set, browsers that already connected via HTTPS
will use it instead of HTTP (and since many pages use /debhome.css that
links to an empty CSS via an HTTPS URL, most browser should honor it).

I just checked on one mirror, and it looks like there is still almost
twice the traffic via HTTP:

taffit at senfl:~$ tail -n 50000 /var/log/apache2/www.debian.org-access.log
| awk '{print $1}' | sort | uniq -c
  31664 0.0.0.0
