It installed cleanly on a clean install of rt 3.8. I was able to

I don't think BPS is very involved. The majority of the code is
clearly lifted right from RT though, (e.g. Asset.pm is derived from
Ticket.pm, Type.pm from Queue.pm, etc.)
I'll ask Todd about it.

Good point. the beta hasn't been out for long, so perhaps this does
belong in experimental.
