The packaging branch shoud have that change, I understand.
(Basically I fear touching other than debian/ directory...)

It seems OK, so, would I merge your branch into dpkg, or you will?

It's simply because pbuilder is so handy rather than building
wanna-build/sbuild/buildd
environment locally (for me).
# I've given up to find the consistent guide of buildd few years ago...
