I noticed that it's the `ExecStartPre=` that fails. Maybe the behaviour 
of `bundle` has changed recently? Running

   sudo -u git bundle install --local

in /usr/share/gitlab fails now which definitely used to work before (I 
often used this while fixing dependency problems).
