Do I understand from the headers that this thread originated on the dpkg
list?  This is not a dpkg issue, the samba package uses ucf, not conffiles.

Er, it's not just related, this is the expected behavior.  smb.conf is
touched on every update of the samba-common package because of debconf; the
ucf prompting/handling just presents the user with an opportunity to
incorporate new recommended settings provided by the package, it doesn't
mean timestamps will somehow be preserved.
