Subversion ought to work just fine with
 "Build-Depends: libneon24-dev | libneon25-dev", but I can see why you
might want to restrict it so that you could know which version of neon
was in use from just the version of the subversion package, or to
enforce the use of neon25, which brings with it a moderately-often
requested bugfix in subversion: more timely response to Ctrl-C during
http operations.

This test would be pointless, since svnserve doesn't use neon.

Neon is used strictly as an HTTP *Client* - the apache2 server module
doesn't use neon at all, and the SVN cli uses neon only where http(s)://
URLs are in use.
