I would not package everything anyway. Firstly, the quality of
the plugin differs from one to another. Secondly, only some
plugins are really interesting to a significant number of our
users. Thirdly, it's a lot of work. Why not start with a handful
of "good" plugins with proper licenses and add more slowly, when
time comes - or wishlist bugs come?

I'm currently interested in: DiaVisView (GPL) and
testManagementPlugin (BSD), maybe also ganttchart (PSF/Python
license).
