Trac plugins in debian are an advantage because people will install in
an easy matter (and don't forget security and stability issues that we
can prevent).

They should be packaged in one big source file (i think it is the best
option) but divide the binary packages by plugin.
I think there is no advantage on having one binary package. Having
multiple source packages could also be ok by me. (don't know if it would
be accepted). What packages in debian have a large number of plugins?
How are they packaged? Imagine if one plugin has an update ... will you
update all?
