I've made some tests with svn-buildpackage and the mergeWithUpstream mode, seems
to work well.
a demo based on
http://lists.alioth.debian.org/pipermail/pkg-bluetooth-maintainers/2007-February/000932.html
is below:

godog at hattori:~/tmp$ mkdir vde2
godog at hattori:~/tmp$ cd vde2/
godog at hattori:~/tmp/vde2$ mkdir tarballs
godog at hattori:~/tmp/vde2$ svn -q co svn+ssh://svn.debian.org/svn/pkg-vsquare/vde2/trunk
godog at hattori:~/tmp/vde2$ cd trunk/
godog at hattori:~/tmp/vde2/trunk$ svn-buildpackage -rfakeroot -us -uc -b
[download of tarball, export in ../build-area and compilation follows]

the actual build is done in vde2/build-area/ where the orig tarball + trunk
directory is exported. svn-buildpackage is really a dpkg-buildpackage
on-steroids-svn-aware as it is designed to be a replacement for it
(commandline-wise)
