I'm using xfce4-panel alone, on KDE. To reproduce just start the panel, add 
some items and logoff. On next login panel would be completely blank.

Some time ago I started using the version that you uploaded to experimental 
and all I can tell that it's not affected by the issue.

I'll be happy to help testing -- please let me know where to get source 
package to try. :)
