i can verify that this bug exists, and it occurs since last zope2.7 package
upgrade in testing. I upgraded zope2.7 on my testing box from 2.7.5-3 to
2.7.8-1, and i definitely didn't upgrade any other zope-relating
packages.
this means that the bug seems not to be in zope-common but rather in
zope2.7. also, dzhandle worked before this zope2.7 upgrade.

manually starting an instance via
'/var/lib/zope2.7/instance/iname/bin/zopectl start' works.

on my unstable devel box, with the same versions of zope-common and
zope2.7, this bug doesn't occur, and i don't know of any differences
between the two zope2.7 installations.
