The source files which actually contain valuable IP has the GPL
boilerplate.

The tracker_service.py file is a border case; it depends on an
unpublished (but GPLed) program called servinvoke.  I'm still looking
for a published replacement, but it seems there isn't any--servinvoke
is invoked as a CGI script and forwards the request to a long-running
process, buffering input and output so that no client can monopolize
the server process for an arbitrary period of time.
