[DSE-User] Installation of refpolicy-targeted modules fails

After installation of new packages after base install with SELinux, all
modules in /usr/share/selinux/refpolicy-targeted fail to install with
the same error, example:

# semodule -i /usr/share/selinux/refpolicy-targeted/spamassassin.pp

libsepol.permission_copy_callback: Module spamassassin depends on
permission setsockcreate in class process, not satisfied
libsemanage.semanage_link_sandbox: Link packages failed
semodule:  Failed!

This with ALL modules. What am I missing?
