[DSE-User] Difference between permissive and disabled

I am trying to get selinux to work on Debian unstable.

Problem: gdm3 does not greet me in permissive mode but only when selinux
is disabled. I therefore only can log in using a command line.

The problem is reproducible but that takes some time due to the required
relabeling after switching from disabled to permissive.

Any suggestions or ideas?
