Requests for vouching were supposed to be in nearly 3 weeks ago -
http://wiki.debian.org/SummerOfCode2013 says:

    Requests for Endorsement for Other Projects

    Google allows projects to vouch for other (typically smaller or
    newer) projects. If you are part of an open source project that
    would like Debian to endorse your SummerOfCode2013 application,
    please contact the coordinators by email before March 8, 2013. We
    will let you know by March 15 2013.
