[xml/sgml-pkgs] Bug#692756: Add --root-element=section

When using pdftohtml the generated results is a set of HTML documents. One main HTML and a set of HTML page. In this case it would be usefull to allow

--root-element=section for each generated HTML page, so that they can all be gathered in a single root element=book (or article)

Therefore it make sense to allow 'section' for root element
