I have failed to reproduce it on Sid VM using Linux 4.14.0-1.

Maybe some daemon needs AppArmor for some reason and breaks boot.

Could you check what packages on your system have installed have shipped AppArmor
profile, and so maybe causing the issue, like this:

dpkg -S /etc/apparmor.d/
