This problem reached testing in today's testing upgrade. This seems to be
a system-config-printer incompatibility with cups 2. If, after testing
upgrade, I add stable to sources.list and downgrade some cups packages,

# apt-get install --reinstall cups-core-drivers=1.7.5-11 libcups2=1.7.5-11 \
  libcupsimage2=1.7.5-11 cups-daemon=1.7.5-11 libcupsmime1=1.7.5-11

problem disappears. Packages containing cups string in this upgrade are

cups-core-drivers:amd64 (1.7.5-12, 2.0.3-6)
cups-server-common:amd64 (1.7.5-12, 2.0.3-6)
libcups2:amd64 (1.7.5-12, 2.0.3-6)
cups-daemon:amd64 (1.7.5-12, 2.0.3-6)

cups-client:amd64 (1.7.5-12, 2.0.3-6)
libcupsimage2:amd64 (1.7.5-12, 2.0.3-6)

libcupscgi1:amd64 (1.7.5-12, 2.0.3-6)

Seems that a system-config-printer upgrade to a more recent upstream
version may be required.
