I'm testing what I think is a better approach to disabling *all* tests that
are considered flaky or failing, so I'm not going to apply this unless the
package I'm testing is unsuccessful. (It seemed OK in i386 and s390x builds
on the porterboxes.)

In future, please could you use clickable URLs rather than deleting the
https:// prefix, and please could you use the `git format-patch`-like
dialect of DEP-3? (Look at most of the existing patches and you'll see
what I mean)
