Status of libcrypt-cracklib-perl?

The license is declared as "perl" in Makefile.PL, which is something that
the author would have had to do intentionally (and which generates the
license information for CPAN).  My feeling is that's sufficient in the
absence of contrary licensing somewhere else in the source, but maybe
that's not what current practice is?
