[DRE-maint] rbot not compatible with gettext >= 2.3

rbot is also broken by gettext 2.3. Despite having one commit upstream
in 2013, I see no mention of gettext fixes in the upstream repository or
on any upstream tickets. Last official upstream release was done in
June, 2010.

Any suggestions of what to do?
