[DRE-maint] gettext_activerecord not compatible with gettext >= 2.3

After discussing it with Gunnar, I've added a Conflicts to the current
version of ruby-gettext-activerecord.

I welcome a review of the changes lying in
<git://git.debian.org/pkg-ruby-extras/ruby-gettext.git>.

I've scheduled an upload of ruby-gettext 2.3 to experimental for the end
of next week.
