If you run ``host -t soa local.'' does give a result (other then not found/has
no etc)? If so then your unicast dns servers still serves a .local domain and
avahi is correctly not starting.

If that's not the case then avahi should be able to start. Now the check is
only done when the resolver information could potentially change, not each time
you try to start avahi. Which might be the issue your seeing, just doing
an ifdown/ifup of your interfaces should correct that :)
