liboggplay

Hi all!

I've just heard about the package "liboggplay" because it was RC-buggy 
[1] (same problem as with libtheora) and just got fixed by the QA team. 
In the same upload the package was also orphaned [2] (setting the QA 
team as maintainer) because it had a long history of NMUs.

I think that the natural home for that package would be the Debian 
Xiph.org team.

However, we have a lot on our plate (still many open bugs for our 
packages), especially for just being 3 guys that cannot invest too much 
time. Furthermore there is no package in Debian that depends on 
liboggplay, the upstream project is called "work in progress" and 
received its last contribution in 2010 - all of which makes me wonder, 
if the package should be in Debian at all.

I personally wouldn't vote for adopting it, but wanted to bring the 
issue to the group anyway, so you are aware (for the future or in case 
you think differently about it).
