[Reportbug-maint] Bug#597359: reportbug: partial testing removals shouldn't go to debian-release

I attempted to file a removal bug against ftp.debian.org for a package
in testing for a particular architecture (ANAIS) and reportbug told me
to mail debian-release instead.  However, debian-release can't handle
partial removals from testing:

| britney doesn't support partial removals from testing (they generally
| wouldn't help anyway as e.g. out-of-date checks are relative to
| unstable, not testing); this is generally achieved by ftp-master
| removing the old binary from unstable and the effect automagically
| propagating to testing.

I think reportbug should recommend filing the bug against unstable
instead, or say that the removal will propagate from unstable if it's
already been removed there.
