[Reportbug-maint] Bug#663933: reportbug: Allow user who opened bug to close it

Sometimes a user realizes that the bug wasn't a bug before the maintainer responds, in which
case it would be nice to be able to close the bug via reportbug rather than adding information
with a please close this bug message (and reportbug is the most convenient/efficient way to
find a bug and update it; the web interface or finding a bug number to send an email against is
a PITA).
