The one thing which occurs to me is, if this is to use grub
(preferred), remember to use the serial-console option as although this
doesn't affect /etc/inittab in jessie or later, it is passed down to
grub to ensure that grub can use the serial console.

(I'm wondering about making this default for suites later than jessie,
it doesn't really hurt for all images to have a serial console
available. Mind you, I'm also thinking that grub could be the default
instead of syslinux for the same suites.)
