Thanks, applied with some changes in r37672. Specifically:

- Collapsing changelog entries for new packages, or for changes that 
were made and reverted (the changelog only needs to show changes since 
the last release, not individual stages of changes within this release)

- Not applying the site-install flag change to the packaging, since it 
hasn't been applied to Parrot yet and won't be applied in that exact form.


It seems odd to run dh_installman for the libparrot-dev package when 
there are no manpages to install. Why not just skip this:

   dh_installman -plibparrot-dev
