Also,

I tried the Debian package from Sid, and I found as you did that the
menus stay in English no matter what.

If I use either the 1.7.4 tarball from tux4kids.alioth.debian.org, or
svn, the menus reflect the language selection (selected within
tuxtype, that is) correctly.

So I'm not sure what the issue is just yet.
