How should we update the uploaders list

I read it differently, I must admit.  The idea is to pass changes
uploaded during the freeze period through unstable if possible, but
reduce the amount of changes allowed as we get closer to the release.
If changes not intended for the release are uploaded to unstable, we
make it harder for each other to make sure fixes get tested before they
are accepted into testing.
